Julian began his career as part of The Ministry of Defence Civil Service, working in a variety of roles within scientific and administrative disciplines at various military establishments in the South of England. In 1986 Julian then joined the Wiltshire Police Force, and marked the start to what would be a successful career as a police officer.

Since joining the police force in 1986 Julian has risen through the ranks quickly, but also found time to complete a degree in Policing and Police Studies at Portsmouth University. By the year 2000 Julian was promoted to Superintendent. During his time as Superintendent Julian was Deputy Divisional Commander for North West Wilshire and Swindon Division, and had a senior line management responsibility for uniform and CID operational units.

By 2002 Julian became Head of Headquarters Operations, and had strategic responsibility for the delivery of operational specialist policing services. This included Firearms, and Julian became head of profession for Firearms operations in the County and for the provision of assistance to other Forces nationally. Success in this role led to appointment to Divisional Commander in 2006. As Divisional Commander Julian had s trategic responsibility for the delivery of policing services across the whole County of Wiltshire.

Career successes have included designing and implementing the first police staff suspect interviewing teams in the UK, and the development and implementation of a merger of two BCUs. This BCU is now one of the largest policing Divisions in the Country.

Julian joined South Wales Police in 2010 as Assistant Chief Constable Territorial Policing.

  • The Basic Command Units for Merthyr Tydfil and Rhondda Cynon Taff, Bridgend, Neath Port Talbot, Swansea, Cardiff and the Vale of Glamorgan
