iR3+ Technology

The innovative iR3+ resource and deployment system has made a big difference to policing in South Wales, since it was launched in September 2011. It was introduced to help operational managers align resource activity with the needs of our communities. It is being used dynamically to brief and task front line officers, whilst at the same time providing management with detailed information on performance.

Chief Inspector Darren Phillips said “It’s a system that has helped us respond to community concerns and provide the best possible service.”

System Overview: AVLS, APLS, Dallas Key and Waymarkers

Live time tracking of Automatic Vehicle Location System (AVLS) and Automatic People Location System (APLS) provides a complete picture of where officers and vehicles are at any time across South Wales.

This understanding of resource activity enhances officer health and safety, whilst providing command and control with a visual aide directing the closest and most appropriate resources.

The use of electronic (Dallas) key technology in police vehicles tells us who is driving the vehicle in live time or historically.

The introduction of waymarkers (defined areas of priority policing) highlights local level concerns and the minimum requirement of patrol time and subsequent action needed in these areas.

iR3+ data allows us to visually demonstrate at community PACT meetings what has been achieved in priority areas.

The level of patrols can also be measured and compared to the incident levels reported. This allows managers to make dynamic patrol decisions to meet changing demand.

Benefits: Financial Savings, Enhanced Visibility and a Greener Fleet

Over £1.5m of Savings; iR3+ has helped deliver cashable savings of £840k for the period 2010/11 and a further £695k of savings are predicted for 2011/12.

Enhanced PCSO Visibility; with a 11% improvement during the project pilot.

The system also helps officers to show the community what they have been doing to prevent and tackle crime in a given local area.

iR3+ has also provided an evidenced based approach to fleet demand and facilitated action to make the police fleet more efficient, effective and greener, including savings on fuel and servicing costs.
